Present: Mr G Williams (Chairman) Major A H Coles MBE Mrs. H Jones Mrs. S Lowe Mr. G Cummings Mrs S Fleetwood Mrs B Ashford Mr R Brown Mr M Galbraith Mrs D M Bromley Mr. C E Williams (Clerk) Shropshire Councillor Mr R Huffer Members of the Public/Shropshire Councillor: Cllr R Huffer reported on Shropshire Council matters highlighting Highway, Enforcement issues.
Declaration of Registrable Interests: The Clerk informed the meeting that they needed to grant Parish Councillors Dispensation to discuss and agree the Council’s precept requirements. It was proposed by Mr R Brown and Seconded by Mrs B Ashford that all Parish Councillors be granted dispensation to determine the Councils Precept requirements for the Financial Year 2013/14 and also the next four years of the Council. Minutes of November 5 2012 were approved and signed by the Chairman as a correct record subject to the additional wording item 6 (A) “That the Jubilee Seat for which a donation of £300 had been received by the Clee Hill Forum from Hanson Aggregate Ltd Clee Hill towards the cost of purchase.
Matters Arising from the Minutes: The Clerk reported that the work had been undertaken on the overgrown hedges in Tenbury Road where there was an obstruction on the footpaths leading to the School and Springfield estate. The cost of the works would be met from the Environmental/Highways Grant and would not be undertaken by the Parish Council in the future. To avoid duplication of calls to Shropshire Council it was suggested that if any residents had concerns on parish matter they should refer to either their local Parish Councillor or the Clerk so that they could be dealt with or pursued by the Parish Council.
Highway Items/Amenity Items:
a) Mr G Cummings referred to the petition that had been forwarded to Shropshire Council for the installation of pedestrian traffic lights at Clee Hill, the Clerk reminded the meeting that this was the initial request of the Parish Council when the zebra crossing in High Street Clee Hill was originally installed but was ruled out because of cost and was also subject to a petition in 2005. The Parish Council will again write to Shropshire Council requesting the installation of pedestrian traffic lights at Clee Hill.
b) Mrs D Bromley pointed out that the speed indicator warning sign had still not been employed in Knowbury the Clerk will pursue this matter, Councillors were concerned about the functionality of the lights.
c) Mrs D Bromley and Mr G Cummings had attended the recent meeting of the Southern Area Flood Forum.
d) The Clerk had forwarded the comments from Shropshire Council to all Parish Councillors concerning mud on the road which was as follows: “Mud on the road is a perennial problem which up to a point we all have to tolerate because we live in a predominantly agricultural environment and it is harvest time following a particularly wet summer. If there is a very bad situation we may have to take some remedial action or possibly even close a road but as depositing mud on a public highway is a criminal offence which ultimately could lead to prosecution of the offender this therefore makes it a police matter. The Council is experiencing an unprecedented number of calls on this subject this year and the standard response is to erect signs.”
e) The Clerk will report the footpath/Bridleway issues to the Parish Councils footpath Officer for investigation – Scotts Lane/Hope Bagot Lane Knowbury and between New House Farm and Snitton Lane Knowbury.
f) Mr G Cummings referred to the consultation document produced by Shropshire Council
Consultation on the Speed Management Policy the consultation document which will
provide one comprehensive Road Safety Policy for Shropshire replacing the existing
five policy documents – Village Speed Policy, Vehicle-
Reports from other Organisations:
Mr G Cummings reported on the recent meeting of Clee Hill Forum which had discussed, litter picking, the pedestrian traffic lights and the meeting that had taken place concerning Hopton Wafers School being used by TCHT as an Education and Information Centre. St Peters Church Clee Hill had offered the back of the church as an Information Centre. Financial The Clerk had produced details of anticipated Income and Expenditure for the Year 2013/14 together with anticipated balances at the 31st March 2013. It was agreed by the Council that as the Clerks Salary had not been reviewed for six years that from the 1st April 2013 this should be £2,400 and that the newly elected council in May 2013 should undertake a further review. It was proposed by Mr G Williams and seconded by Mrs B Ashford that the precept should remain at £16,465 for the financial year 2013/14.
